Cobra has re-established its island base, but the organization is crumbling; Destro and Zartan have both resigned, and the Baroness is caught between love and duty.  While the Joes infiltrate Cobra Island, Cobra Commander makes a violent attempt on General Hawk's life and the South American nation of Sierra Gordo is invaded by a mysterious new high-tech commando unit.  As the players enact their strategies, the pawns move into place.
